Shelly Ann Murphy
Chief Policy Officer
Shelly Ann Murphy is the Founder and Chief Policy Officer of Policy Reach. With over 15 years of hands-on experience in international business development and policy advisory, she brings sharp insight and practical expertise to complex cross-border challenges.
Shelly Ann has worked extensively to support exporters from the Caribbean in accessing the Canadian market, delivering training and strategy sessions that blend trade policy with actionable market intelligence. She has also spent the past five years teaching in Ontario’s college system, focusing on market access, customs compliance, and Canada’s trade agreements.
Her work bridges the private and public sectors, offering due diligence, market entry support, and trade promotion strategies tailored to dynamic and high-potential markets such as Canada, China, the Caribbean, and West Africa. Shelly Ann is known for her culturally informed approach, transparency, and ability to turn data and policy into real-world opportunities.
At Policy Reach, she leads with vision and clarity, helping clients navigate the rules, risks, and relationships that shape success in global markets. She holds a Ph.D. in International Economic Law from the University of International Business and Economics, Beijing.
Sigli Mumuni
Chief Research Officer
Sigli M. Mumuni is a data analyst and international development professional with a diverse background spanning academia, policy research, and data science. He holds degrees from the University of Ghana and the University of Science and Technology Beijing, reflecting his deep engagement with African-Asian development dynamics.
Sigli began his career as a lecturer at the African Leadership University in Mauritius, where he focused on international trade and policy. In 2020, he transitioned to Canada, a pivot marked his entry into the data science field, where he has since applied his analytical skills to various projects, including those at Questrade Financial Group.
His work often explores the intersection of data analysis and international development, with a particular interest in China's "Going Global" policy in Africa. Sigli has contributed to scholarly discussions on this topic, co-authoring research that examines China's evolving policy framework in Africa.
In addition to his professional pursuits, Sigli is an active contributor to the data science community, sharing insights on data preparation, natural language processing, and data visualization through platforms like Medium and Tableau Public. His multifaceted expertise positions him as a valuable asset in projects that require both analytical rigor and a nuanced understanding of global development issues.
